CALL FOR PROPOSALS: Gender Equality in STEM

Survey on students and employees in STEM careers in G20 countries and policy brief on public policies that promote the entry, permanence and rise of women in the formal labor market, especially in leadership positions, in STEM careers.

This call for proposals is to engage an institution, non-for profit organization or company to undertake a survey addressed to students and employees in STEM in the G20 countries and elaborate on the basis on the analysis of the responses obtained and additional desk-research an in-depth analysis of the survey to elaborate a consolidated report (30 to 50 pages) on the status and working conditions of women students and employees in STEM in G20 countries, including recommendations for public policies that promote the entry, permanence and rise of women in the formal labor market, especially in leadership positions, in STEM careers. The policy brief is intended to inform the discussions of the Empowerment of Women working group of the G20.

BACKGROUND

Supporting research to understand the experiences of women and men in these fields includes assessing the impact of gender balance policies so as to identify key levers to enable equal involvement of women in STEM. 

This research aligns with the 2030 Agenda for Sustainable Development, emphasizing the critical roles of education and gender equality (SDGs 4 and 5) in fostering inclusion and innovative, transformative skills and competencies for sustainable societies. UNESCO acknowledges the essential contribution of STEM fields to these goals, advocating for equitable access and the empowerment of women and girls in them to address disparities in the design and use of science and technology, and ensure inclusive, sustainable development.

OBJECTIVE

Collect and analyze new data through the deployment of targeted surveys addressed to students and employees in STEM and produce a report to inform and guide the development of policy directives to promote gender balance in STEM, in alignment with UNESCO's goals of fostering gender equality and empowering women and girls in STEM fields, and with the mandate of the Brazilian Presidency of the G20 to the effective realization of the rights of women and girls.

SCOPE OF WORK

  • Develop and provide a student and employee questionnaire for the execution of the survey on gender equality in STEM in covering key topics related to gender equality in STEM studies and careers (i.e Factors of discouragement from pursuing STEM fields, of influence to pursue STEM, of motivation to pursue STEM, experience of sexism in STEM, Gender balance policies in STEM, Work organization and career management in STEM , Drop-out rates in STEM, etc).

  • Carry out the comprehensive technical development required for the development and testing of the survey and the data-base, as well as for the production, management, administration, and storage of data collected from the survey responses, ensuring data integrity and privacy, and the setup of standard files and automated processes for efficient data extraction. The data collected from the survey will be owned by the contractor, which would be acknowledged as the primary data source when disseminating survey results.

  • Carry out the student and employee surveys testing to evaluate the survey's effectiveness, user-friendliness and adequacy within diverse contexts and make the necessary adjustments, enhancing the survey's relevance and usability for a global audience.

  • Disseminate and deploy the survey among relevant partners in G20 countries (i.e. Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, T眉rkiye, United Kingdom and United States) in cooperation with UNESCO to mobilize relevant networks and partners and promote participation in the survey and a high reach.  

  • Supply UNESCO with an extraction of the survey data in Excel format and key visualizations of results for detailed analysis by country.

  • Carry out a thorough analysis of the responses, synthesizing the data into actionable insights, as well as additional desk research as relevant and submit a draft policy brief presenting initial findings and providing detailed, evidence-based analysis and recommendations aimed at informing policy directives and interventions to promote gender equality in STEM careers in G20 countries. The Policy Brief will encapsulate key insights, recommendations, and actionable strategies for stakeholders at the G20 summit and beyond.

  • Submit the final policy brief, which will feature the contractor as author, following UNESCO's feedback on the preliminary draft and incorporating UNESCO's input.

  • Submit and executive summary of the final policy brief with the key findings and recommendations. 

DELIVERABLES

  • The students and employees鈥 questionnaires / surveys on gender equality in STEM careers adapted to G 20 countries, by 1 April 2024 

  • An extraction of the survey data responses in Excel format, initial insights and an annotated table of contents for the policy brief, by 25 August 2024

  • A comprehensive preliminary draft of the policy brief, by 10 September 2024.

  • The final policy brief (30-50 standard pages including visual data and graphical charts and excluding annexes), by 30 October 2024. 

  • An executive summary of the policy brief for communication purposes (2-4 standard UNESCO pages), by 5 November 2024.

QUALIFICATIONS REQUIREMENTS

The institution, non-for profit organization or company should have at least 5 years of relevant experience, and an excellent record of accomplishments in global research and analysis of gender equality policies and interventions in STEM. Demonstrable subject expertise, including experience in developing targeted surveys at the international level and elaborating publications on gender equality policies in STEM should be provided.

Excellent writing skills and proven competency to draft a clear, comprehensive and analytical document, either in English or French, is essential.

The institution, non-for profit organization or company must be able to consult sources of information in English and French. The ability to consult information sources in additional languages would be an asset.

Interested institutions or individual specialists should submit their proposals to the Division for Gender Equality of UNESCO ( gender.equality@unesco.org ), no later than 8 March 2024, as follows:

  • Fill out the application form in English or in French.

  • Attach relevant supporting documentation (i.e CVs of the members of the team, examples of key publications, project proposal)

  • Sign and date the application.

  • Send the completed application by email to gender.equality@unesco.org, with the subject line 鈥淧olicy brief gender equality in STEM鈥.

The UNESCO Secretariat will confirm receipt of applications via email.
