CALL FOR PROPOSALS: Policy Brief on gender equality in cultural policies

Gender disparities in the field of culture frequently reflect inequalities in society at large. Through heritage and the cultural and creative sectors, it is clear that women's status in society – politically, legally, socially, and economically – is still curtailed in much of the world. Despite notable progress, women continue to be underrepresented in almost all cultural fields, including film, music, museums, art, heritage and digital media, particularly in leadership positions. Gender stereotypes continue to be perpetuated in and through diverse cultural expressions. 

To address these issues effectively, systematic integration of gender perspectives into cultural policies is crucial. More structural, forward-looking policy measures are needed to fully engage the cultural sector in a gender transformative path.

As part of UNESCO's efforts in advancing gender equality and empowering women through culture, this research project is launched to produce an advocacy Policy Brief on the importance and added value of mainstreaming gender equality in cultural policies and formulating targeted cultural gender-responsive and transformative policies and measures for sustainable development and diverse, inclusive and abundant culture sectors, as well as a Guidance Toolkit to support the formulation of gender transformative and responsive cultural policies and measures, including examples of good practices from around the world.

Within the framework of the activities of the Division for Gender Equality of UNESCO, and under the authority of the Director of the Division for Gender Equality and the direct supervision of the Chief of Strategies and Policies, in cooperation with the Cultural Policies and Development Entity of the Culture Sector, the contractor will produce an advocacy Policy Brief on the importance and added value of mainstreaming gender equality in cultural policies and formulating targeted cultural gender responsive and transformative policies and measures for sustainable development and diverse, inclusive and abundant culture sectors, as well as a Guidance Toolkit to support the formulation of gender transformative and responsive cultural policies and measures, including examples of good practices from around the world. 

The Policy Brief and the Guidance Toolkit aim to leverage findings to (i) advocate for effective cultural strategies, policies and measures that address the gender gap and inequalities in the culture sector; and (ii) promote diverse, inclusive and sustainable cultural ecosystems to inform the development of new gender-responsive and gender-transformative policies and measures, in alignment with UNESCO's goals of fostering gender equality and empowering women and girls across culture fields as well as with the 2022 MONDIACULT Ministerial Declaration.

The Policy Brief and the Guidance Toolkit could be presented and discussed in the framework of the International Day of Women in Multilateralism (25 January 2025) and inform the preparatory process towards the MONDIACULT 2025 Conference (29 September – 1st October 2025).

The contractor will: 

  1. Develop the annotated outlines of the Policy Brief and of the Guidance Toolkit.

  2. Undertake desk research and elaborate a draft Policy Brief (maximum 20 pages) that includes background/context, overview of the critical aspects on the importance and added value of mainstreaming gender equality in cultural policies for sustainable development and formulating targeted cultural gender transformative policies and measures – including key data, quotes, proposals of infographics –. The Policy Brief will also encapsulate key insights, policy recommendations, and actionable strategies for policymakers.

  3. On the basis of the agreed outline and comments to the draft Policy Brief finalize and complete the manuscript and draft the executive summary (two rounds of revisions and inclusions of corrections and comments). Summit a final version to UNESCO. 

  1. Undertake desk research and elaborate a draft Guidance Toolkit (maximum 20 pages), on the basis of the agreed outline, that includes actionable steps including key issues to consider and different stages of consultative processes, as well as examples of good practices from diverse regions intended to support the formulation and implementation of cultural policies and measures integrating and mainstreaming the gender dimension and/or promoting gender transformative/responsive results.

  1. On the basis of comments provided by UNESCO to the draft Guidance Toolkit, finalize and complete the manuscript and draft the executive summary (two rounds of revisions and inclusion of corrections and comments). Summit a final version to UNESCO. 

  1. Prepare a PPT presentation of the Policy Brief and the Guidance Toolkit intended to support its presentation by different stakeholders (FOs, Ministries of Culture and Gender equality, Professional cultural organizations, local authorities, etc) in diverse fora. 

The contractor shall submit to UNESCO, in electronic format, the following deliverables accompanied by a payment claim, duly dated and signed, for each installment due under this contract.:

  1. Draft annotated outlines of the Policy Brief and of the Guidance Toolkit by 14 November 2024.

  2. Draft Policy Brief by 13 December 2024

  3. Final Policy Brief and Executive Summary by 31 December 2024. 

  4. Draft Guidance Toolkit by 20 January 2025.

  5. Final Guidance Toolkit and PPT presentation by 20 February 2025.

How to apply

Interested organizations are invited to submit in writing to the UNESCO Division for Gender Equality: 

  • Financial Proposal indicating all the necessary cost in the budget breakdown with unit cost for each item. 

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the applications for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
