Chile will host the First Latin American and Caribbean Ministerial and High Level Summit on the Ethics of Artificial Intelligence

Chile, with the support of CAF and UNESCO, will receive ministers and high-level authorities from more than 30 countries in Latin America and the Caribbean in an unprecedented meeting in the region

On October 23 and 24, 2023, the first Ministerial and High Authorities Summit on the Ethics of Artificial Intelligence (AI) in Latin America and the Caribbean (LAC) will be held in Santiago, Chile. 

The objective of this summit is to exchange and formulate proposals, from both a political and technical standpoint, regarding the ethical development of AI in our region. During these dates, the International Forum on the Ethic of Artificial Intelligence will also take place, featuring prominent speakers from the region and around the world who will engage in discussions on the most heated AI-related topics. 

Both events are jointly organized by the Ministry of Science, Technology, Knowledge, and Innovation of Chile, the United Nations Educational, Scientific and Cultural Organization (UNESCO), and CAF -development bank of Latin America and the Caribbean-. 

This event will bring together, for the first time, ministers and highest authorities from over 30 countries to promote the implementation of UNESCO麓s Recommendation on the Ethics of Artificial Intelligence in LAC. This Recommendation is the world麓s first global standard on the subject, aiming to encourage government actions in the development of AI policies and regulations based on an ethical and human rights approach. 

Furthermore, during the event, the Regional Council for Artificial Intelligence in Latin America and the Caribbean will be established. This body, pioneer worldwide, will serve as the primary political and technical space with and ethical, inclusive, and human rights-based approach, addressing the needs and priorities of the associated countries and territories. 

As highlighted by UNESCO, it is urgent for governments to accelerate their roadmap on AI governance frameworks, beyond voluntary commitments, to ensure public safety and economic and political stability in their countries. Hence the importance of governments being able to establish permanent spaces for exchanges and decision-making, such as the Forum, the Summit, and the Council that will be created as a result. 

Diverse actors at international level

The summit will be divided into two days: On October 23, there will be thematic sessions open to the public (with live streaming) where the state of AI in the region will be explored from different perspectives. These sessions will feature participation from world-renowned speakers, high-level authorities, academia, civil society, and the private sector. 

The second day will be Tuesday 24th, when the political summit will take place with the participation of ministers and high-level authorities. During the summit, priority issues on the regional agenda will be discussed, countries will share their actions and the Regional Council will be officially established, including its presidency, work agenda and next steps. 

At the event, among others, the following topics will be discussed: 

  • the potential of ethical use of AI in the region, 
  • the importance of ethics and governance in the use and deployment of generative artificial intelligence, 
  • government capabilities, and 
  • best practices in AI public policy, 
  • challenges for intelligent and effective AI regulation, and 
  • initiatives in national and local governments regarding regulation, ethics, and talent. 

On the same day (October 24th) in the morning, an event led by the Ministry of Science, Technology, Knowledge and Innovation and the Ministry of Foreign Affairs of Chile will take place. This event seeks to collect perspectives from civil society and academia on central topics regarding the ethical and inclusive use, development, and deployment of AI. These topics include respect for human rights, governance, and regulation. 

During the afternoon of October 24th, an event led by the Ibero-American Business Council on Artificial Intelligence and Ethics of UNESCO will take place. The event will focus on 鈥淭he role of the private sector in promoting ethical and responsible AI 鈥 Good practices and capacity building鈥.
