Hate and antisemitism are spreading faster and further than ever before as a result of social media user growth and the rise of populism. Both online and offline, hate speech targets people and groups based on who they are. It has the potential to ignite and fuel violence, spawn violent extremist ideologies, discriminates and infringes on individual and collective human rights, and undermines social cohesion. History demonstrates that the spread and normalization of hate speech, including antisemitism, should be considered a red flag for future violence, a warning sign on the path to genocide and other atrocity crimes.

Recognizing the urgent need to bolster international action to counter hateful ideologies, France and UNESCO are organizing a public side-event on the margins of the United Nations General Assembly to call for further action, especially in the field of education against antisemitism, hate speech and all other threats to peace.

Objectives

  • Bolster global action to address antisemitism through education.
  • Call attention to the importance to promote education about the Holocaust, remembrance and research as a means to prevent mass violence and develop new methods against the spread of Holocaust denial and distortion in the digital world.
  • Highlight the need to combat antisemitism and hate speech as a core element of education for peace and introduce UNESCO’s new Flagship Programme on Education for Peace. 

Background

As with all forms of discrimination and prejudice, antisemitism and hate speech must be countered through education, to build the resilience of young people to violent extremist ideologies so they can become active and responsible global citizens, including in the digital ecosystem. 

Addressing these issues through human rights and peace education is therefore both an immediate security imperative and a long-term educational investment to build social cohesion and sustainable futures. UNESCO is committed to addressing root causes of hate speech, antisemitism and other hateful ideologies and promote peace through education. 

These global actions are part of UNESCO’s new Flagship Programme on Education for Peace that promotes a vision of education as a primary means to address the root causes of conflict and violence today, to strengthen the defences of lasting peace and build societies that uphold the institutions, norms and standards that secure human rights and the dignity of all children, women and men.
