Freedom of expression, a prerequisite for the enjoyment of other human rights in Latin America
As part of the World Press Freedom Day 2023 Global Conference, this event organized by the UNESCO Regional Office for Latin America and the Caribbean and the Global Freedom of Expression Programme of Columbia University aims to address the challenges of freedom of expression and their links to the enjoyment of other rights in a region where demands and challenges persist for the implementation of human rights standards.

The event will focus on the following aspects:
- Strategy to be adopted in the face of speeches that silence or incite hate towards vulnerable groups that suffer structural discrimination in the region;
- Freedom of expression and social protest in Latin America for the protection and defense of other rights;
- Progress of the Inter-American Human Rights System in terms of access to information for the search for truth, memory and justice for Human Rights violations;
- Milestones in Inter-American jurisprudence regarding the link between freedom of expression and the rule of law, gender equality and environmental protection.

- Pedro Vaca, IACHR Special Rapporteur for Freedom of Expression. Freedom of expression must be empathetic to the situation of violence and attacks on vulnerable groups.
- Agnès Callamard, Secretary General of Amnesty International and Former UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions. Social protest as a tool to claim fundamental rights, from the global to the regional.
- Ricardo Pérez Manrique, President of the Inter-American Court of Human Rights. Milestones in the jurisprudence of the Inter-American Court linking freedom of expression with the rule of law, gender equality and environmental protection (remote connection).
- Ricardo °ä²¹±ô»å±ð°ùó²Ô, Colombian journalist and investigative reporter, Caracol Television. Investigative journalism and its role in shedding light on human rights violations in the region.
