A Hybrid Model for Upper Secondary Education in the State of Mexico was presented


Mexico City, September 7, 2023 - In order to uphold the right to education under any circumstances, even in natural or social critical situations, the Government of the State of Mexico presented the Hybrid Model for Upper Secondary Education ―ISCED level 3. This model was developed based on documentation of best practices collected by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The work compiled in the publication "Educating Youth in Emergency Situations" demonstrates the political will of Governor Alfredo del Mazo Maza's administration to contribute not only to the state but also to the national and regional educational debate. It shows that the State of Mexico has the necessary elements to guarantee educational continuity through in-person, remote, or hybrid means, leveraging the knowledge, experience, and academic capacities of educational institutions.

Gerardo Monroy Serrano, Secretary of Education for the State of Mexico, mentioned that the pandemic presented an unprecedented challenge. Therefore, the Subsecretariat of Upper Secondary Education took a leading role in quickly adapting its strategies to ensure the continuity of teaching and learning processes.
Israel Jerónimo López, Subsecretary of Upper Secondary Education, highlighted the actions of educational communities and pedagogical experiences in the report on best practices for distance learning and the proposal for a Hybrid Model of Upper Secondary Education, a model aligned with the Sustainable Development Goals (SDGs) of the 2030 Agenda.


Emergencies, which are becoming more frequent worldwide and are typical of complex societies, include health crises, migration contexts, armed conflicts, criminality, natural hazards associated with climate change, earthquakes, floods, and others. Because of this, the Hybrid Model of Upper Secondary Education includes guidelines developed from UNESCO's global experience and perspective to disseminate educational strategies and innovations implemented in various contexts in the State of Mexico.

The State of Mexico is diverse, so the report serves as a platform to share strategies and innovations for different contexts and modalities, and it has an inclusive approach and a global vision for youth education.
The report shares insights into timely educational policy decisions to preserve remote services, ensure healthy and safe in-person and remote environments, effective school management with the participation of teaching academies, support for students and educators to strengthen their socio-emotional skills, and the building of intersectoral alliances.
The publication addresses fields such as addressing educational disparities, transforming teaching practices, incorporating educational innovations in teaching and learning assessment, and the use of digital platforms and resources.
