In the framework of the call for proposals launched in December 2022 under the UNESCO-Aschberg Programme, aimed at protecting and promoting artistic freedom and the status of the artist, the project ‘Observatory of Cultural Production and Practices of the Province of Buenos Aires’ of the Cultural Institute of the Province of Buenos Aires was selected among more than 270 proposals received globally.

This project aims to monitor and collect data on the cultural and creative industries in the province of Buenos Aires, in order to strengthen the creative sectors and improve the status of artists and cultural workers, paying special attention to gender equality and the cultural rights of vulnerable groups.

With support from UNESCO, the Cultural Institute of the Province of Buenos Aires recently launched the Cultural Information System of the Province of Buenos Aires (), a tool that aims to democratise access to cultural data in the region.

, which gathers more than 60,000 data from various cultural fields, including creative industries, cultural training and heritage sites, is the first systematic effort to compile cultural data in the Buenos Aires territory.

This platform not only facilitates free and open access to information, but also allows the community to actively contribute through the ‘’ section, where users can add or correct information in the database.

During the official presentation of BASIC on 16 August 2024 in the City of La Plata, the President of the Cultural Institute, Florencia Saintout, emphasised the importance of this tool for cultural justice and highlighted the role of the government in the construction of a state based on popular knowledge.

The presentation was attended by prominent figures such as Natalia Calcagno, consultant of the project; Diego Rusansky, Provincial Director of Statistics of the Ministry of Economy of Buenos Aires, Alcira Ruiz Sandoval, Culture Specialist at UNESCO; and as moderator Paloma Sanchez, Provincial Director of Culture in Territory of the Undersecretariat of Creative Industries and Cultural Innovation and coordinator of the project.

Alcira Ruiz Sandoval, UNESCO Regional Culture Specialist, highlighted that the development of BASIC was achieved in record time and underlined the relevance of the project: ‘It is an example of how culture can contribute significantly to the integral development of human beings. UNESCO's support for this type of initiative reaffirms its commitment to the promotion of culture as a fundamental pillar for sustainable development and the protection of cultural rights worldwide,’ she said.
