Over the past century, information and communication technology (ICT) has gradually found its way into education, ever since the popularization of radio in the 1920s. However, the use of digital technology over the past 40 years has the most significant potential to transform education. This era has given birth to the education technology industry, focusing on the development and dissemination of educational content, learning management systems, language applications, augmented and virtual reality, personalized tutoring, and testing.

The 2023 GEM Report examines the potential of technology to support underprivileged learners while also ensuring widespread knowledge dissemination through more interactive and cost-effective formats. It emphasizes enhancing the quality of education by improving teaching methods and facilitating the acquisition of digital skills essential for everyday life. Additionally, the report acknowledges technology's role in managing education systems, particularly in utilizing assessment data and other information for educational administration.

Despite its transformative potential, integrating technology into education has sparked diverse opinions and perspectives. The report delves into these debates, exploring how technology can offer solutions to various education-related challenges, such as access, equity, inclusion, and quality.

Established in 2002, the GEM Report is an editorially independent report, hosted and published by UNESCO.
