Measuring progress in global citizenship education

UNESCO established a Measurement Ad-Hoc Team (MAT) on Global Citizenship Education (GCE) and Education for Sustainable Development (ESD) with experts on measurement within and outside UNESCO. The MAT provided recommendations to UNESCO for measuring global GCE and ESD, especially in the context of the post-2015 development agenda.

The MAT met on 26-27 June 2014 at UNESCO Headquarters as a sub-group of and following the meeting of the UNESCO Experts Advisory Group (EAG) on GCE, the task of which was to review the UNESCO Guiding Framework on GCE and identify priorities for measurement. MAT experts went on to discuss the priorities identified by the EAG, suggested approaches for their measurement, and discussed data collection options, based on existing and planned surveys. 

The outcomes of both the EAG and MAT meetings were shared with the EFA Steering Committee Technical Advisory Group (TAG) that is responsible for developing recommendations for indicators for the post-2015 education goal and targets. 

The EAG identified four priority areas for measuring learning outcomes of GCE that include the three domains of learning - cognitive, socio-emotional, and, behavioural:

  • Learners have acquired knowledge, understanding and critical thinking about global issues and the interconnectedness/interdependency of countries and different populations;
  • Learners have a sense of belonging to a common humanity, sharing values and responsibilities and holding rights;
  •  Learners show empathy, solidarity and respect for differences and diversity;
  • Learners act effectively and responsibly at local, national and global contexts for a more peaceful and sustainable world.
