In Montevideo, a regional conversation addresses the monitoring of digital policies in Latin America's education

On July 28, 2023, the regional conversation "Monitoring Digital Policies: Current Situation and Challenges in Latin America" took place in Montevideo, Uruguay. The purpose of this round table was to reflect on the tracking and monitoring of digital policies in the region.

The event was organized by the Regional Bureau of Education for Latin America and the Caribbean (OREALC/UNESCO Santiago) in collaboration with the Regional Bureau of Sciences for Latin America and the Caribbean (UNESCO Montevideo), the Global Education Monitoring Report team (GEM Report), the UNESCO Institute for Statistics (UIS), the International Institute for Educational Planning (UNESCO IIEP), and the Economic Commission for Latin America and the Caribbean (ECLAC).

The meeting brought together officials and specialists involved with digital policies at the national, regional, and global levels. During the conversation, various monitoring experiences existing in countries of the region were discussed, which could serve as relevant precedents for other countries interested in improving their digital policies. Likewise, the technical, institutional, and operational challenges that arise when carrying out monitoring initiatives in this area were addressed. The future perspectives of digital policy monitoring were analyzed in this space, and the feasibility of promoting a regional initiative on this matter was discussed.

Among the guests were officials and specialists from Argentina, Brazil, and Uruguay, as well as experts from UNESCO, ECLAC, UNICEF, and CAF.

At the conclusion of the event, Alejandro Vera, education specialist and head of the Education Monitoring and Planning Unit of OREALC/UNESCO Santiago, shared his thoughts on the evolution of digital policies in the region: "Monitoring digital policies in education involves significant institutional and technical challenges, given the cross-sectoral nature of these policies, whose dimensions are not reduced to the education sector and require a lifelong learning perspective. On the other hand, any regional monitoring initiative requires the prior work of the countries to strengthen the production and use of information that can account for the different components that make up the implementation of digital policies in the field of education."

This conversation was part of the launch event for the Global Education Monitoring Report (GEM Report 2023), which this year focused on technology and education, and which was announced at an event held on July 26 and 27 in Montevideo. These events demonstrate the commitment of UNESCO and other institutions to promoting the development of effective digital policies in Latin America and the Caribbean."
