Pact for Youth

The Pact for Youth project intends to build sustainable and inclusive communities in Rio de Janeiro.

It is a partnership between Rio de Janeiro’s City Hall, led by the Special Youth Secretariat in Rio de Janeiro (), and UNESCO in Brazil. The project commits to supporting the most needed population in the city by creating opportunities for youth through:

Issues and objectives

The city of Rio de Janeiro is full of favelas. Millions of people live in these informal settlements, where human rights are often violated, and barely any public service for health, education, sanitation, and security is provided. In addition, the favelas have no infrastructure, electricity, or internet connection. For this reason, the communities in these places suffer from floods during the rainy season or severe heat during summer. 

The project aims to bring the young people living in their favela communities to the centre of the debate To build solutions for these issues and improve living quality in favelas. Furthermore, the project aims to promote objective and immediate structural change with youth participation. 1.5 million young people live in favelas and the outskirts of Rio de Janeiro city.

Pact for Youth Centres

The Pact for Youth Project is implementing 60 centres per favela and outskirts of all regions of the city of Rio de Janeiro. These centres will be set up to reach the neediest young people, who, in turn, will become multipliers of knowledge in their communities. These centres count on the collaboration of specialists and integrated services to have a transversal perspective to support youth in its pluralities.
