Technology-enabled Open Schools for All in Brazil

The Technology-enabled Open Schools for All project is a global initiative implemented by UNESCO, and supported by Huawei, aiming to reimagine and contribute to the building of digital futures in school education.
Acknowledging that technology is not a replacement for teachers, the project is grounded on the premise that schools can be transformed into technology-enabled open schools to provide inclusive, equitable quality education, and lifelong learning opportunities for all, leaving no one behind.
In this context, the project aims to support countries in strengthening their national digital learning platforms and digital content aligned with basic education curricula, promoting digital competencies among teachers and students, in accordance with national digital education policies.
In its first phase, the project was developed in Egypt, Ethiopia, and Ghana. The second phase (2024–2026) is being implemented in Brazil and Thailand, with continued activities in Egypt.

The Project in Brazil
In Brazil, the project is implemented in partnership with the Ministry of Education (MEC) and seeks to contribute to the advancement of digital and media education policies, focusing on teacher training in digital competencies. The goal is to integrate digital technologies into schools in a balanced manner, emphasizing the development of students' critical skills.

Locations
Nationwide actions contributing to the strengthening of the AVAMEC digital platform, the development of the first MEC/UNESCO AI course for basic education teachers, and green digital education-related activities and training.
In partnership with the State Department of Education of Bahia, the project is implemented at Paulo Freire school, in Jequié, with nearly 170,000 inhabitants and approximately 367 km from Bahia’s capital, Salvador.
In partnership with the State Department of Education of Pará, the project is implemented at Gerson Peres school, in Breves, in Marajó Island, with approximately 115,000 inhabitants and about 233 km from Pará’s capital, Belém.
Target Audience
1,000 teachers and students from public schools in Jequié and Breves.
2.6 million teachers and millions of students registered on AVAMEC digital platform.
Expected Results
- Enhanced national platforms and connected schools to ensure the continuity and quality of learning for all, including the most vulnerable groups.
- Developed and accessible digital learning content and education levels through national platforms.
- Trained teachers to use technology and produce digital content to support both school-based and home-based learning.
- Implementation models of national digital and media education policies adapted to the Brazilian context.
