Promoting Human Rights-Based Approach to Technical and Vocational Education and Training (TVET) Policy in Indonesia

UNESCO and the Demographic Institute, Faculty of Economy and Business, University of Indonesia (Lembaga Demografi FEB Universitas Indonesia) delivered a capacity-building workshop designed to help the national stakeholders understand the existing social inclusion gaps in the national TVET policy framework and discuss the various suggested human rights based interventions that can effectively address these gaps. Representatives from related ministries, UN Agencies, schools, National Commissions on Human Rights, National Commission on Violence Against Women and Disabled Persons Organization (DPO) attended this workshop.
The workshop was based on the analytical work conducted by Lembaga Demografi to assess the degree of social inclusion in the current TVET policy in Indonesia, using UNESCO’s Framework for Inclusive Policy Design as the assessment tool. The research highlighted the links between the developmental priorities of the Government of Indonesia (focusing on the national SDGs framework) and the human rights obligations related to decent work and inclusive employment. Based on the results of the research, a series of analytical briefs on different human rights aspects of TVET policy, as well as a policy brief with a set of human rights-based, evidence-informed policy recommendations were developed to be considered as a reference by policy makers and stakeholders. The workshop was organized in the framework of a joint UNDP-UNESCO-ILO Project on Innovative Financing to Promote Equal Access to Quality Education and Skills Development in Indonesia and contributed to SDG 4, 10 and 16.
