Intergovernmental Hydrological Programme

Science for a water secure world

Who we are

UNESCO created the Intergovernmental Hydrological Programme (IHP) in 1975 to advance water science and sustainable water management.

As the only UN intergovernmental initiative dedicated to water, IHP works on securing clean drinking water, preventing floods, preserving glaciers, improving water quality, and more, by bringing together top scientists and policymakers to turn knowledge into action to better understand, protect, and manage this vital resource.

With a unique network of specialized water centres, university chairs, and National Committees across 194 Member States, UNESCO IHP drives innovation, strengthens governance, and ensures water security for generations to come.

Water is life—and the key to our planet’s future.
UNESCO IHP 2022-2029 strategic plan

UNESCO IHP plan for the period 2022-2029 sets ambitious goals to address today's most pressing water challenges while preparing for tomorrow's needs. It also identifies key water priority areas to support Members States to achieve the 2030 Agenda and the Sustainable Development Goals. Discover how IHP is shaping the future of water management through innovative solutions and international cooperation.

What we do

Celebrations of the 1st World Day for Glaciers and World Water Day in Paris

As part of the International Year of Glaciers’ Preservation 2025, a joint celebration of the first World Day for Glaciers and World Water Day 2025 will be organized to highlight the accelerating threat of glacier melt and its impact on water security, communities and ecosystems.

The celebrations are open to all. To secure your in-person attendance, we kindly request prior registration by 16 March. For those unable to attend in person, select sessions will offer hybrid participation options to ensure inclusivity and global reach.

Our governance and network

IHP governance is structured through three key bodies: IHP Intergovernmental Council, the IHP Council’s Bureau, and the IHP Secretariat.
The IHP Council, consisting of representatives from UNESCO Member States, sets the Programme's strategic direction. The IHP Secretariat implements the Programme under the direction of the Secretary of IHP. The IHP Bureau provides oversight and guidance on programme implementation. Together, these bodies ensure IHP's effective delivery of water science, research, and education initiatives worldwide.
