International Workshop on Water and Gender

From 28 to 31 January 2025, the UNESCO World Water Assessment Programme (WWAP), in close collaboration with the University of Pisa, convened the International Workshop on Water and Gender at the Convention Centre Le Benedettine in Pisa, Italy. The event brought together 52 participants from 18 countries, offering a dynamic platform to advance gender equality in water management.

Structured around five key themes drawn from the global Multi-Stakeholder Call for Action on Gender Equality in Water, the workshop explored:

  1. Gender-equal funding mechanisms
  2. Policy instruments for inclusion and equality in water
  3. Advancing women鈥檚 leadership, participation, and decision-making in water
  4. Ensuring inclusive access, use, and sustainable management of water
  5. Bridging the gender data gap to drive informed action

The sessions sparked vibrant interdisciplinary dialogue among academics, government representatives, civil society actors 鈥 many of them already member to the global Multi-Stakeholder Coalition. Core discussions emphasized the importance of gender-transformative approaches, intersectional policymaking, and enhanced collaboration.

Framed within the wider International Call for Action to Accelerate Gender Equality in Water, the workshop featured both academic research and real-world case studies, showcasing persistent structural barriers as well as concrete progress made. Emerging topics such as linkages between environment and gender, menstrual poverty, climate resilience, and the intersection of gender, caste, and class in water access were also explored鈥攔einforcing the need for intersectional, context-responsive strategies.

Highlights of the workshop were the official launch of two important UNESCO publications. The volume The Interconnected Nature of Water, Gender, and Climate: Case Studies from Pacific SIDS, co-published by UNESCO WWAP and the Asian Development Bank, draws on field research from rural Fiji and highlights gendered water challenges and data-driven solutions for more inclusive water governance in the Pacific. The case study publication 鈥淒eveloping capacity for gender-transformative water policies and plans under climate uncertainties and risks鈥 (available in Spanish) has been the result of a collaboration project between the Ministry for Ecological Transition and Demographic Challenge of Spain through the Spanish Cooperation (AECID). It illustrates the implementation of WWAP water and gender indicators in case studies in the LAC region. 

Workshop participants also outlined concrete follow-up actions to advance the Multi-stakeholder Coalition鈥檚 agenda, including mapping funding opportunities, promoting gender budgeting, increasing women鈥檚 leadership visibility, and strengthening mentorship鈥 with as red wire the critical need to increase the engagement of men on these topics. They also committed to improving internal communication, expanding collaboration with media and researchers, leveraging digital tools, and addressing the gender data gap through further application of WWAP鈥檚 methodology on sex-disaggregated water data. The rich, solutions-oriented discussions will be detailed in a workshop proceeding that will be available in mid-April.

On the final day, members of the Multi-Stakeholder Coalition held an ad hoc coordination meeting to deepen collaboration, facilitate knowledge exchange, and align efforts across networks. These actions directly contribute to the UN 2023 Water Action Agenda and reaffirm the Coalition鈥檚 ongoing commitment to inclusive, evidence-based water governance.

A full Workshop鈥檚 volume including extended articles will be published by UNESCO WWAP later this year.

International workshop water and gender_Pisa (Italy)

Stockholm World Water Week Multistakeholder Coalition Session: 鈥淢ulti-Stakeholder Call to Action: Accelerating Gender Equality in the Water Domain鈥

A dynamic session entitled 鈥淢ulti-Stakeholder Call to Action: To Accelerate Gender Equality in the Water Domain鈥 was held at the Australian Partners for Development booth during the Stockholm World Water Week, last August. This session was organized by our valued members, Water for Women Fund. 

The event brought together key figures from the Multi-Stakeholder Coalition, including representatives such as Conagua (National Water Commission of Mexico), Tanja Miskova, Ambassador-at-Large for Water Diplomacy of the Ministry of Foreign and European Affairs of Slovenia, and Marissa Mar from Mexico, who plays a significant role in the Coalition鈥檚 Communication Workgroup. 

In addition to her participation in this session, Tanja Miskova also presented on behalf of the Multi-Stakeholder Coalition at another key member鈥檚 session: the Asian Development Bank 's Roundtable on Accelerating Inclusion in Water on 25th August 2024, further representing the Coalition鈥檚 commitment to fostering gender equality in the water sector. 

The session served as an excellent platform to discuss collaborative efforts in gender equality within the water sector, while showcasing best practices and next steps to accelerate the Coalition's roadmap for impactful actions globally. 

Multi-stakeholder Coalition at the 10th World Water Forum in Bali

The 10th World Water Forum in Bali marked a significant milestone in the Multi-stakeholder Coalition鈥檚 action roadmap to 2030. This global event provided an invaluable opportunity to showcase the Coalition鈥檚 efforts toward achieving gender equality in the water domain. 

On May 23, 2024, the Multi-stakeholder Coalition launched its digital platform during the 鈥Global Cooperation for Accelerating Inclusion and Equality in Water - Launch of the Online Multi-Stakeholder Coalition Platform鈥 session. This platform, forming a digital Community of Practice, has been developed with the generous financial support of the Ministry of Foreign and European Affairs of the Republic of Slovenia.

Prior to the platform鈥檚 launch on May 21, 2024, the Coalition organized the session 鈥Fostering Cooperation and Partnership for Water and Gender - Expanding the Multi-Stakeholder Coalition to Accelerate Gender Equality in the Water Domain in Asia Pacific鈥. This session featured concrete projects by members in various global regions and was an opportunity to discuss the way forward. The photos from this session demonstrate the Coalition鈥檚 expansive reach and tangible impact on the ground, showcasing vibrant discussions and collaborative efforts.

1st Operational Multistakeholder Coalition Workshop, Mexico, September 2023

 

Step into the vibrant moments captured during the 1st Operational Workshop of the Multistakeholder Coalition supporting the Global Call for Action to Accelerate Gender Equality in the Water Domain. Held from 20 to 22 September 2023 at the Palacio de la Miner铆a in Mexico City, this significant event was made possible through the collaboration of the National Association of Water and Sanitation Entities of Mexico (ANEAS), the Republic of Slovenia, and the Government of Italy. Hosted by ANEAS, the workshop saw active participation from 20 members representing 12 countries.

The workshop, characterized by insightful presentations, active discussions, and collaborative group activities, marked a crucial juncture in the Coalition鈥檚 progress. Attendees delved into project proposals and tools to enhance accountability. Noteworthy was the creation of five working groups focusing on watershed integration, local organizations and territories, promotion and dissemination, Academia and publications, and capacity development at the operational level.

Side event at the UN 2023 Water Conference, New York, 23 March 2023

Relive the impactful moments from the side event co-organized by the Government of Guatemala under the leadership of the Multi-stakeholder Coalition to Accelerate Gender Equality in Water. Held on 23 March 2023 at the UN  Water Conference, the event, titled 鈥楽upporting Gender Equality in the Water Action Agenda with Global Multi-stakeholder Effort,鈥 marked a crucial milestone in the roadmap of the global Call for Action Initiative. Coordinated by the UNESCO World Water Assessment Programme, the event convened voices from the Multi-stakeholder Coalition to discuss the implementation plan for decisive advancement of the Water Action Decade objectives.

The session served as a platform to foster discussions and coordinate efforts with stakeholders within and outside the Coalition. Dive into the heart of the event where members of the Call for Action Coalition, driven by a shared commitment to gender equality in water, made voluntary commitments. Together, they forged an implementation plan and roadmap, charting a decisive course towards the completion of the 2030 Agenda for Sustainable Development. 9th World Water Forum Dakar, Senegal, March 2022

Explore the captivating moments captured during the Special Session organized by UNESCO WWAP at the 9th World Water Forum in March 2022. Titled 鈥楢ccelerating Gender Equality in the Water Domain: The Way Forward,鈥 this session showcased on-the-ground efforts aimed at overcoming persistent gender-related challenges in the water sector. Featuring messages from high-level country representatives and authorities, along with insightful interventions from a panel of members of the Multistakeholder Coalition, the event marked a significant milestone in the global Call for Action Initiative led by UNESCO WWAP. The session provided an overview of the initiative, emphasizing its critical objectives in addressing gender disparities. The Call for Action鈥檚 urgent recommendations, including gender-equal funding, sex-disaggregated data collection, narrowing the policy-practice gap, fostering women鈥檚 participation and leadership, and breaking gender stereotypes, were presented.

With over 160 individual members from diverse organizations and 23 Member States, the Multistakeholder Coalition showcased its commitment to the initiative. The session featured a panel of experts sharing field experiences, offering valuable insights into improving water and sanitation access through a gendered approach. The event concluded with a from Mr. Rashid Mbaziira, Executive Secretary of the African Minister鈥檚 Council on Water (AMCOW), urging support for the Call for Action and inviting new members to join forces in advancing gender equality in the water sector.
