Learning Cities

UNESCO defines a learning city as a city that:

• effectively mobilizes its resources across all sectors to promote inclusive learning from basic to higher education;

• revitalizes learning in families and communities;

• facilitates learning for and in the workplace;

• expands the use of modern learning technologies;

• improves the quality and excellence of learning; and

• fosters a culture of lifelong learning.

Following these guidelines, learning cities enhance individual empowerment, social inclusion, economic development, cultural prosperity, and sustainable development.

CUENCA (2017) Cuenca joined the UNESCO Global Network of Learning Cities in 2017, adopting an inclusive and sustainable approach to promote lifelong learning. Through participatory policies, the city has strengthened access to information and empowered local communities, prioritizing continuous education as a pillar of community development.

QUITO (2018) Quito joined the UNESCO Global Network of Learning Cities in 2018, recognized for its commitment to social policies aligned with the Sustainable Development Goals (SDGs). Through programs such as Bájale al Acoso, the Integrated Care System for Older Adults, Jóvenes Quito, and Guagua Centros, the city promotes inclusive learning, respect, safety, and well-being for all its population.

LOJA (2022) Since 2022, Loja has been part of the UNESCO Global Network of Learning Cities, following the submission of a comprehensive proposal focused on education, health, safety, mobility, entrepreneurship, and sustainability. This recognition promotes collaboration among the public and private sectors, as well as citizens, strengthening learning and sustainable development through strategic planning and the exchange of experiences.

AZOGUES (2024) The city aims to address the challenges of low literacy and digital literacy through the implementation of a multi-phase plan involving the creation of educational communities, the establishment of partnerships with public institutions and universities, and the development of a curricular schedule. Additionally, Azogues seeks to foster social and emotional skills in people of all ages, promoting education for peace and leadership.
