The Right to Access to Information

UNESCO is the UN custodian agency for SDG Indicator 16.10.2 that tracks global progress on the number of countries that adopt and implement legal guarantees on Access to Information.

The SDGs as part of the UN 2030 Agenda for Sustainable Development

Access to Information is a key driver for the achievement of the UN 2030 Agenda for Sustainable development, and in particular SDG Goal 16 that  promotes "just, peaceful and inclusive societies". Access to information is critical for empowering the public to make decisions, holding governments accountable, evaluating public officials in implementing and monitoring the SDGs, and facilitating effective public participation. Open and inclusive Access to Information empowers people and lays the foundations for building inclusive knowledge societies.

Based on the conception of Indicator 16.10.2, the UNESCO reports on the adoption of and the implementation of Access to Information Laws. In monitoring these two elements, specific attention is given to legal frameworks for Access to Information, limited exemptions, oversight mechanisms, appeals mechanisms and record keeping and reporting.

SDG 16.10.2

In line with its role as the UN custodian agency for Sustainable Development Goals (SDG) Indicator 16.10.2, UNESCO, via its International Programme for the Development of Communication (IPDC), has been mandated by its Member States to monitor and report progress on this indicator worldwide. Within this context, UNESCO conducts annually the Survey on Public Access to Information (SDG Indicator 16.10.2). The objective of the survey is to collect data on the adoption of legal guarantees on Access to Information, as well as the main tendencies in the implementation of these guarantees.
