High-level launch in Bogota

The Report will be presented at a high-level event in Bogota on April 23, 2025, under the auspices of the Colombian Ministry of National Education. Taking advantage of the launch and with the objective of promoting discussions with various stakeholders on the impact of good leadership on learning, on April 24 a series of events and activities will be held at La Salle University (Chapinero Campus) where the messages and recommendations of the report and its relevance for the region will be discussed in depth. The launch will conclude with a series of school visits on April 25 to see how distributed leadership manifests itself in practice.

On the day of the event, the 2025 GEM Report on leadership and education for Latin America will be published in Spanish, English and Portuguese. On that same day, the GEM Report and OEI will publish the background research that informed the development of this report.

About the 2025 GEM Report on distributed leadership in Latin America

The Organization of Ibero-American States (OEI) and UNESCO's Global Education Monitoring Report (GEM Report) teamed up to produce a report with a regional focus on educational leadership in Latin America, based on the experience of both organizations in comparative research and their work with multiple stakeholders and countries to advance SDG 4. 


The GEM 2025 Report addresses the issue of distributed leadership in Latin America, an area of great relevance for countries in the region.  This is a leadership model that is shared and widespread within and between schools and includes both formal and informal leadership. 
The main objective of the Report is to analyze how to turn distributed leadership into a deliberate strategy for the improvement of schools and the educational system.


To this end, information has been gathered at the regional level through the Ministries of Education of Latin America on the situation of the countries of the region with regard to distributed leadership. At the country level, we explored how distributed leadership is manifested in six countries through an analysis of their educational policies and practices, identifying good practices at the school level.
