Dina Ghobashy, Director of Education Transformation, Microsoft
Based on your experience, why would you encourage countries and stakeholders to join the HLSC?
The HLSC provides opportunities for education stakeholders to collaborate and align agendas with all the key actors working together in support of SDG 4. Participating at this high level allows the private sector and private foundations constituencies to both bring new ideas to the table and align our own strategies with global education priorities.
Participation allows countries to share best practices, leverage resources, and align their education policies with international standards, thereby enhancing the quality and accessibility of education. Stakeholders, including governments, NGOs, and the private sector, can contribute their expertise, funding, and innovative solutions to address educational challenges. This collective effort not only accelerates progress towards achieving SDG 4 but also promotes sustainable development, economic growth, and social cohesion on a global scale.
What can the private sector bring to the table to advance SDG 4?
The private sector is an important partner on the journey to achieving SDG 4. The private sector brings innovation, agility, expertise, partnerships, technology, and fresh ideas to the table while contributing through in-kind support, technical expertise, advocacy, and policy positions, and sometimes financially.

The HLSC plays a pivotal role in supporting country progress towards SDG 4 by fostering global cooperation, providing strategic guidance, ensuring accountability in education policies and initiatives, and actively engaging multiple stakeholders such as youth and students to ensure their voices are heard and their contributions are valued.
Based on your experience, why would you encourage countries and stakeholders to join the HLSC?
I learnt about the dynamism of multistakeholderism on the Sherpa Group of the HLSC concerning the global education governance agenda. The diversity of actors - multilateral organizations, member states, private foundations, civil society, teachers - means we have to be very clear in articulating the aspirations and experiences of young people into concrete outputs for SDG 4 with other stakeholders.
As we approach the 2030 deadline, what key actions should the HLSC prioritize for impactful global coordination and accelerated progress towards SDG 4?
I say this regularly about the Sherpa Group, but while we have some incredible high-level education experts on the HLSC we often need to draw more attention from other sectors to address the global education policy agenda. For example, with the International Conference for Financing Development and the World Summit for Social Development coming up in 2025, it will be essential to identify how financing national education systems influences other sectors such as health, construction, innovation. The Sherpa Group will need to be strategic – especially in the utilization of youth and student voice – to gain attention from global actors in the wake of competing issues in social development.
