APCEIU-IBE UNESCO Project “Global Citizenship Education Curriculum Development and Integration” in Cambodia, Colombia, Mongolia and Uganda: final report

This document represents the final evaluation of the three-year cooperation project “Global Citizenship Education Curriculum Development and Integration” of UNESCO Asia-Pacific Centre of Education for International Understanding (APCEIU) and the International Bureau of Education (IBE). This conclusive report not only looks into the main activities carried out during Phase III, but it also proposes an overview of the entire project and its process and outcomes and reflects on its sustainability. First, it will guide the readers through a retrospective of the main phases of this project to give them a deeper understanding of how initiatives related to curriculum changes work. Secondly, the report proposes an in-depth analysis of the final GCED tools that each country improved following the recommendations resulting from the piloting processes. Then, this report will explore and analyse the extent to which GCED concepts are integrated into each tool. In this regard, the IBE developed an integrated coding scheme to carry out this task. The results of the coding show that the four countries, throughout the various activities carried out during the three phases, have gained a deep understanding of GCED principles; and have even translated these into innovative tools, which enable the mainstreaming of GCED into education policies and practices. Finally, this report reflects on the challenges and opportunities that have influenced the countries’ endeavours, progresses and outcomes over the past three years, and examines the sustainability proposals made by the countries and the partnering institutions, hoping that these can be useful for any future GCED-related initiative.
