Call for Contributions: Global Roadmap for Multilingualism in the Digital Era

UNESCO invites contributions to the development of the Global Roadmap for Multilingualism in the Digital Era: Advancing the Role of Language Technologies. This strategic document will guide stakeholders in ensuring that all language communities – especially underrepresented and Indigenous ones – can access, benefit from, and fully participate in the digital world.
Global Roadmap for Multilingualism in the Digital Era

DEADLINE: 12 July 2025

Rooted in the 2003 Recommendation on the Promotion and Use of Multilingualism and Universal Access to Cyberspace, Charter on the Preservation of the Digital Heritage, and the International Decade of Indigenous Languages (IDIL2022-2032), the Roadmap seeks to promote inclusive and equitable digital development. It addresses key challenges, identifies future priorities, and advocates for responsible technological innovation that supports linguistic diversity.

This initiative was also built on the second Language Technology for All (LT4All) Conference, held from 24 to 26 February 2025. The draft was shaped by a diverse group of experts from academia, the public and private sectors, civil society organizations, and international institutions. Together, they aim to foster the development and fair deployment of language technologies worldwide.

How to Contribute

UNESCO invites governments, multilateral bodies, research and academic institutions, Indigenous and language communities, non-governmental organizations, the private sector and individual experts to share your views by responding to a short set of targeted questions.

Please note that you will be asked whether you agree to have your contribution published; if you choose not to, your input will remain anonymous.

Consultation Questions

Below you can see the questions that have been designed and which are accessible through the consultation link.

Strategic Gaps

In your view, are there any key strategic areas, action areas, stakeholders or implementation strategies missing from the current version of the roadmap that should be considered?  (Max. 1200 characters)

Stakeholder Engagement and Usefulness

How could the roadmap best serve your organization or community in guiding future work on language technologies and multilingualism? Are there ways the roadmap could be more actionable or supportive of your goals? (Max. 1200 characters)

Prioritizing the Action Plan

The current actions outlined in the roadmap consist of two interlinked components: the Strategic Approach and the Language Digitalization Considerations. Together, they outline key areas of work needed to achieve the vision and objectives of the roadmap.

To help identify priority action areas and stakeholders for implementation you will be kindly asked you to rank the items in each table from 1 (highest priority) to the last number (lowest priority) based on what you believe is most urgent or impactful. Your input will help guide the phasing, focus, and resource allocation in the rollout of the roadmap.
