Call for Proposals: Technical Support to Improve the Archives and Records Management of the Ayutthaya World Heritage Site

The United Nations Educational, Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok (UNESCO Bangkok), in close consultation with the Fine Arts Department of Thailand, is seeking a contractor to support the site-level implementation of the project 'Safeguarding World Heritage Site Archives in South-East Asia', particularly in organizing workshop to digitize on-site archives of the Ayutthaya Historic Park Office and providing consultation on the renovation of record storage facilities.
Background
The project seeks to safeguard documentary archives associated with selected pilot World Heritage properties in South-East Asia, namely, Koh Ker Archeological Site of Ancient Lingapura (Cambodia), Borobudur Temple Complex (Indonesia) and Historic City of Ayutthaya (Thailand). The documentary heritage related to these sites is critical for understanding, studying, managing and monitoring these sites in a sustainable manner.
This project has successfully implemented 2 activities: (1) conducting needs assessment and developing recommendations for improving the system for managing archives at pilot World Heritage Sites, and (2) organizing the first capacity-building using the draft manual on managing documentary archives.
Remaining activities include (3) implementing recommendations and lessons learned from the workshop for each pilot site, and (4) organizing the final sub-regional capacity-building training for other World Heritage Sites in South-East Asia, including reporting of results from the pilot implementation at three World Heritage properties.
For Thailand, recommendations for site-level implementation are focused on (i) digitization of photographic and written archives and operational records in need of urgent treatment and (ii) upgrade of archives and records storage facilities in order to prevent future risks from natural and man-made disasters.
Assignment
The contractor is requested to provide technical support to improve the archives and records management of the Ayutthaya World Heritage site, in close collaboration with UNESCO and the Ayutthaya Historic Park Office of the Fine Arts Department, by carrying out the following tasks:
- Provide technical support to the site management authorities to digitize a selection of photographic and written archives and operational records;
- Provide technical support to the site management authorities in upgrading on-site storage facilities in line with the provided UNESCO training, including necessary preventive measures against possible natural and manmade disasters;
- Facilitate required on-site consultations and expert inputs to upgrade the archives management system, including development of plan for cataloguing records and archives and associated dissemination/promotion/awareness-raising.
Deliverables and timeframe
- By 31 October 2024, the contractor will submit the detailed plan for digitizing documents and records, including list of items, format and storage modalities;
- By 15 November 2024, the contractor will submit the detailed plan for upgrading on-site storage facilities, including appropriate storage, access, environmental control and security measures needed for physical and digital archiving;
- By 30 November 2024, the contractor will submit the final report for work undertaken, including activities conducted, experts consulted, and list of cooperating entities and individuals.
Duty station and travel:
Phra Nakorn Si Ayutthaya, Thailand (only intra-provincial travels are required).
Qualification, experience and competencies
Required qualification, experience and competencies
- Minimum 5 years of experience in implementing projects related to heritage documentation and management;
- Be familiar with expert organizations and individuals in Thailand that have human resources and expertise in archive management;
- Have on-site staff to oversee administration and logistical arrangement.
Desirable qualification
- Able to coordinate and communicate effectively bilingually in Thai and English.
- Be familiar with UNESCO ‘s programmes under Culture related to World Heritage Convention;
- Be familiar with staff and procedures of the Fine Arts Department of Thailand (with profile of past cooperation projects / activities, if possible).
