- Background
In February 2023, the General Assembly of the United Nations proclaimed that 17 February to be the Global Tourism Resilience Day, which aims to emphasize the need to foster resilient tourism development to deal with shocks, taking into account the vulnerability of the tourism sector to emergencies.
Heavily impacted by the global pandemic of COVID-19, Mongolia is no exception for a pressing recovery of its tourism industry. According to the World Bank’s 2021 report on Fostering Inclusive Tourism Development in the Aftermath of COVID-19, the Mongolian tourism and hospitality sector in 2019 was the 3rd largest sector after mining and agriculture, contributing 7.2% of the national income. However, the report highlighted that the pandemic has caused a profound devastation, wiping out the 2020 and 2021 tourism season in Mongolia. Therefore, it’s significant to rebuild Mongolia’s tourism in a more sustainable and resilient way. UN World Tourism Organization defines Sustainable Tourism as "Tourism that takes full account of its current and future economic, social and environmental impacts, addressing the needs of visitors, the industry, the environment and host communities".
In their 2021 report, the World Bank recognized that Mongolia’s unique natural and cultural resources provide the country with great potential for “niche” tourism, giving it a unique value proposition and great comparative advantage over countries in the region. In this context, UNESCO launched the Promoting Sustainable Tourism in Mongolia through UNESCO Cultural and Geo Heritage project in 2024, in cooperation with Rio Tinto Mongolia LLC and the Mongolian National Commission for UNESCO. Building upon UNESCO’s mandates in culture and sciences, as well as its long-standing work in Mongolia supporting cultural heritage promotion and protection, this project harnesses the organization's global expertise and networks to foster sustainable tourism development. The project aims to promote the sustainable recovery and resilience of Mongolia’s tourism sector by leveraging the country’s rich cultural and geo heritage.
- Objectives
The capacity-building workshops are an activity foreseen within the project Promoting Sustainable Tourism in Mongolia through UNESCO Cultural and Geo Heritage project. The workshops, to be led by experienced facilitators and experts in the tourism and culture sector, aim to (1) enhance local communities’ and stakeholders’ hospitality management skills, equipping them to provide diverse and high-quality services and accommodation options, and (2) build the communities’ capacity to serve as local champions and valuable resource persons in heritage protection and promotion. The workshops aim to provide the local participants with the knowledge and skills to effectively communicate their heritage values, such as the cultural, historical, and social significance of local landmarks, traditions, and practices, using various storytelling techniques and heritage interpretation methods. Furthermore, the workshops will promote sustainable tourism practices while emphasizing the integration of local culture and heritage into hospitality services and support the locals’ livelihoods by enhancing opportunities to supplement their income by serving as guides.
- Scope of Work
UNESCO is seeking expressions of interest from service providers to organize two capacity building workshops in Khanbogd soum, Umnugovi province, Mongolia. Specifically, the service provider will be responsible for:
A 2-day capacity-building workshop on hospitality management, for 30 participants from local tourism service providers, such as food and beverage establishments, and lodging facilities, including homestays, camping facilities, ger hotels, and boutique hotels, operating in Khanbogd and Manlai soums in Umnugovi province.
The service provider will compile and present lectures, provide handouts in both Mongolian and English and facilitate practical sessions, including but not limited to key topics such as understanding and meeting tourist expectations, customer care, guest services, hygiene and safety, sustainable practices, incorporating culture and heritage into guest experiences, branding and marketing strategies, and case studies showcasing good hospitality practices from both Mongolia and other countries.
Sourcing and securing (i.e. paying for the following)
Workshop venue for 30 participants in an appropriate location in Khanbogd soum.
Transportation for 10 participants from Manlai soum to the workshop venue on Day 0, and from the workshop venue to Manlai soum on Day 3.
Accommodation for 10 participants from Manlai soum and up to 4 workshop facilitators for 3 nights in Khanbogd soum, on a half board basis i.e. breakfast and dinner.
Lunches and coffee breaks for 30 participants - during the 2-day workshop,
Transportation for workshop facilitators to the selected venue in Khanbogd soum.
A 2-day capacity-building workshop on heritage interpretation and tourism promotion, for 25 participants, representing local community members, tour guides, tour operators, site managers and other relevant stakeholders from Khanbogd and Manlai soums in Umnugovi province.
The service provider will compile and present lectures, provide handouts in both Mongolian and English and facilitate practical sessions, including but not limited to key topics such as tangible and intangible cultural heritage in Umnugovi, heritage protection and promotion principles, storytelling, heritage interpretation, communication techniques, and case studies showcasing good practices from both Mongolia and other countries.

Workshop venue for 25 participants in an appropriate location in Khanbogd soum.
Transportation for 10 participants from Manlai soum to the workshop venue on Day 0, and from the workshop venue to Manlai soum on Day 3.
Accommodation for 10 participants from Manlai soum and up to 3 workshop facilitators for 3 nights in Khanbogd soum, on a half board basis i.e. breakfast and dinner.
Lunches and coffee breaks for 30 participants during the 2-day workshop.
Transportation for workshop facilitators to the selected venue in Khanbogd soum.
Your quotation must consist of two separate files i.e., a Technical Proposal and Financial Proposal, no later than 30/April/2025 at midnight Ulaanbaatar time.
The vendor shall bear all costs associated with the preparation and submission of the Proposal and UNESCO will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the solicitation.
