Jordan Hosts High-Level Policy Dialogue to Review Education Progress, and Launch Development of new Education Strategic Planning (2026–2030)

The Ministry of Education of Jordan, in partnership with the UNESCO Amman Office, convened the “Joint Annual Review Meeting for the Annual Monitoring and Evaluation Report of the Ministry of Education Strategic Plan 2023–2024”. The occasion also served to launch the development process of the new Education Strategic Plan (2026–2030) and disseminate the results of Jordan’s first Education Sector Analysis. On 3–4 June 2025, in Amman, under the patronage of His Excellency Prof. Azmi Mahafzah, Minister of Education, the two-day national policy dialogue will bring together over 200 senior government officials, development partners, and key education stakeholders to take stock of the status of Jordan’s education system and discuss key policy recommendations for the next education strategic plan.
The event marks a significant milestone in Jordan’s education reform efforts and comes as part of Jordan’s broader public sector reform agenda, aligned with the Economic Modernization Vision (EMV) launched by His Majesty King Abdullah II.
The Education Sector Analysis, developed with technical support from UNESCO and its’ International Institute for Educational Planning (IIEP), offers a comprehensive diagnostic of Jordan’s education system. It examines how the system transforms inputs into educational outcomes, highlighting trends in access, quality, equity, efficiency, and relevance across all levels of education. As a critical tool for informed policy-making, the ESA identifies systemic strengths and constraints, setting the foundation for evidence-based planning and strategic priority-setting in the new ESP.
The annual Monitoring and Evaluation report for the Education Strategic Plan is a comprehensive reference document reflecting the significance of results- and evidence-based planning, with indicators and figures upon which analysis is conducted and policy recommendations and tools are generated. Such educational policies achieve sustainability in creating an open-minded, innovative generation, in alignment with the national vision and Sustainable Development Goals.
The forthcoming Education Strategic Plan 2026–2030 will serve as the Government of Jordan’s official roadmap for the education sector. Building on the findings of the ESA and the insights gathered during the Joint Annual Review, the ESP will guide coordinated efforts from early childhood education, to higher education, and will articulate national priorities, strategies, and measurable targets, with a strong focus on inclusive and equitable access to quality education. It will also address key emerging issues, such as digital transformation, and climate change, while continuing to be gender-responsive.
UNESCO congratulates the Ministry of Education on the launch of the 2023–2024 Education Sector Plan Annual Report and the successful completion of the Education Sector Analysis. As the Ministry moves forward in shaping its new education strategy, this is a pivotal moment to align priorities with national development goals and global education commitments. It is an opportunity for strategic reflection on how to strengthen systems, close equity gaps, and future-proof education in the Kingdom of Jordan. Together, we can ensure that every child and young person has access to inclusive, high-quality learning that empowers them to thrive in a rapidly changing world.
Throughout the two-day meeting, participants will review the 2023–2024 ESP Annual Report, analyze financial performance, and take part in thematic breakout sessions covering core areas such as equity, gender, quality, finance, from early childhood to higher education, including TVET. The meeting will conclude with the formulation of an aide-memoire, capturing agreed strategic recommendations to inform the next phase of planning.
This important milestone was made possible thanks to the generous support of the Multi-Partner Trust Fund (MPTF), with contributions from Canada, Italy, Norway, and Switzerland and the Global Partnership for Education (GPE). The joint continued investment in Jordan’s education system demonstrates the vital role of global cooperation in supporting national education priorities.
