Strengthening Teachers’ Digital Competencies in Chile

The digital transformation in education presents a key opportunity to enhance the role of teachers and improve teaching and learning processes. In this context, the UNESCO Regional Office in Santiago and for Coordination with the United Nations in Latin America and the Caribbean, together with the Ministry of Education of Chile and with financial support from Huawei Chile, are promoting the project “Strengthening Teachers’ Digital Competencies in Chile.”

This initiative aims to consolidate a national strategy that promotes teachers’ professional development in digital competencies, through a participatory, inclusive and sustainable approach.

Its core element is the creation of a Guiding Framework for Teachers’ Digital Competencies, which sets out clear and progressive provisions regarding the digital skills required for transformative, ethical and context-sensitive teaching practice.

In addition to the framework, the project includes the implementation of a pilot plan that offers teachers a digital self-assessment tool, hosted on a specialised platform. This tool allows each teacher to explore their level of digital competence and access personalised training recommendations, tailored to their specific needs. The platform, designed as a space for continuous learning and improvement, facilitates the connection between public policy, technology, and pedagogical practice.

During the pilot phase, primary and secondary school teachers will be able to take part in online training experiences and in-person meetings aimed at strengthening their capacity to use technology for teaching purposes. These activities will also enable the collection of qualitative and quantitative evidence on how the framework applies in real-world settings.

The project includes a comprehensive systematisation of the experience, generating recommendations, best practices, and lessons learned, which will serve as the foundation for the future scaling-up of the model at a national level. In doing so, it aims to contribute actively to a digital transformation in education that is meaningful, equitable, and of high quality for all.

The implementation of the project will be overseen by a specialised entity, which will act as a coordinator among the stakeholders involved and ensure that each stage of the process meets the highest technical and pedagogical standards.

This effort reaffirms UNESCO’s commitment to strengthening education systems through initiatives that empower teachers and position education as a driving force for sustainable development.
