Trust-building for social cohesion in Kyrgyzstan

UNESCO and UNDP have joined forces with the Ministry of Culture, Information, Sports and Youth Policy of the Kyrgyz Republic, civil society organizations, community media, youth groups, women-led organizations, and human rights organizations to launch a new project titled "Strengthening National Capacities for Conflict Prevention and Peacebuilding: Meaningful Civil Society Engagement for Trust-Building and Social Cohesion." The project will run from January 2023 to December 2025 and will focus on building trust and social cohesion in Alamedin and Sokuluk districts of Chui province, as well as the cities of Osh, Uzgen, Jalal-Abad, Batken, and Razzakov.
The project aims to:
- Enhance horizontal and vertical trust through improved government mechanisms, dialogical decision-making, and holistic action for inter-group dialogue, inclusivity, and accountability.
- Build long-term and sustainable institutional capacity of Peacebuilding Coordination Councils (PCCs) to effectively address current social cohesion challenges.
- Encourage collective action, pooling funding sources, and joint programming of partners to implement comprehensive social cohesion strategies.
Activities and Outcomes
Key Activities
The project will implement a range of activities to achieve its objectives, including:
- Consultative meetings among diverse civil society actors, media representatives, and central and local authorities to redefine PCCs with clear governance and accountability arrangements.
- Support for local authorities, civil society organizations, and media to establish inclusive PCCs that bridge public and municipal institutions, CSOs, and media pillars to enhance social dialogue and strengthen the social contract.
- Development of tools for capacity building of PCCs in preventing online hostility and intolerance, including a guide to countering hate speech and tools for developing transversal skills to empower both civil society and duty bearers to think critically about information and digital tools, promote intercultural understanding, tolerance, and citizenship skills.
- Training for PCCs on conflict prevention online, strategic communication skills, maintaining constructive and positive public debates online, promoting common public understanding of conflict and problem-solving solutions, and enhancing online literacy.
- Support for PCCs in joint formulation of gender-responsive and conflict-sensitive peacebuilding action plans with civic identity at the core.
- Trainings on fundraising and developing funding proposals for diverse groups of CSOs and media.
- Issuance of call for proposals with at least two windows and allocation of grants to contribute to the implementation of PCCs' action plans.
Expected Outcomes
The project is expected to lead to the following outcomes:
- Enhanced capacity of PCCs to effectively prevent and address conflicts and promote social cohesion.
- Increased participation of civil society organizations, youth groups, women-led organizations, and human rights organizations in peacebuilding efforts.
- Improved coordination and collaboration among stakeholders in peacebuilding efforts.
- Strengthened trust and social cohesion at the local level.
This project is a critical step towards building a more peaceful and cohesive Kyrgyz Republic. By working together, UNESCO, UNDP, the Ministry of Culture, Information, Sports and Youth Policy, civil society organizations, and other partners can create a more just and equitable society for all.

From January to May 2023 UNESCO and UNDP have implemented the "Addressing Hate Speech and Information Pollution for Social Cohesion in Kyrgyzstan" project, aimed to develop an analytical framework to address hate speech as a critical factor in promoting social cohesion in Kyrgyzstan. The project combined the expertise and knowledge of two United Nations agencies, namely UNESCO and UNDP, to achieve this goal.
UNESCO's expertise in Media and Information Literacy, Hate Speech, and Misinformation utilized to develop strategies to counter hate speech and promote media literacy among the public. This involve creating guidelines for media professionals on how to report on sensitive issues without promoting hate speech or misinformation.
UNDP's expertise in Governance and Peacebuilding used to develop governance frameworks that foster social cohesion and reduce the risk of conflict resulting from hate speech. This involve working with local authorities and civil society organizations to promote dialogue and tolerance among different communities in Kyrgyzstan.
The project aims to develop a comprehensive and effective framework for addressing hate speech and promoting social cohesion in Kyrgyzstan by synergizing the expertise and knowledge of these two UN agencies. The success of the project will ultimately depend on the commitment and engagement of local stakeholders, including media professionals, civil society organizations, and government officials.
