UNESCO Jordan's Message on the International Day for Universal Access to Information
28 September 2023
As we join the global community in observing the International Day for Universal Access to Information (IDUAI), we acknowledge Jordan’s progress in advancing access to information and reaffirm our commitment to ensuring that this remains a fundamental right for all citizens.
Only informed citizens can make informed decisions. Access to public information empowers individuals and communities, strengthens democratic governance, and fosters transparency and accountability across all sectors.
Globally, 138 UN Member States have adopted constitutional, statutory and/or policy guarantees for public access to information. This positive trend highlights the global recognition of the importance of access to information. However, existing laws in many countries require enhancements and better implementation to ensure that they meet international standards and effectively serve the public.
This year’s theme for the International Day for Universal Access to Information, “Mainstreaming Access to Information and Participation in the Public Sector,” resonates deeply with our ongoing efforts in Jordan. In April, positive amendments were introduced to Jordan's Access to Information Law, representing a crucial step toward expanding the public's right to information. These changes reflect the country’s commitment to improving transparency and promoting openness in government operations.
However, while these amendments mark important progress, there is still work to be done. The law requires further improvement to fully align with international standards and best practices. Ensuring comprehensive access to information is a shared responsibility—not just of a dedicated body, but of all government agencies, civil society, and the media.
By working together, we can ensure that the public has the information they need to eradicate poverty, uphold dignity, and counter disinformation, enabling meaningful participation in decision-making and national development.
UNESCO is committed to ensuring that everyone has the right to access information, viewing it as essential for building fair and inclusive societies. we will assist government and community groups in making information more accessible within their operations. Additionally, we will facilitate multi-stakeholder dialogues, including government agencies, civil society, and media representatives, to identify public sector areas needing enhanced access mechanisms. These discussions will strengthen collaborations among government institutions, non-governmental organizations, and international bodies to improve and protect the right to information.
We encourage all government institutions, civil society organizations, and media entities in Jordan to continue working collaboratively to strengthen the right to access public information and ensure it benefits every member of society.
