UNESCO’s global mandate covers all aspects of education.

Our work in the Education Sector in the Beijing Cluster is guided by UNESCO’s eight-year Medium Term Strategy’s overarching objectives of “Peace and equitable and sustainable development” and “contributing to sustainable development and the eradication of poverty”. Quality Education is key to building peace, eradicating poverty and driving sustainable development. Education is a fundamental human right all throughout life and that access must be matched by quality.

UNESCO’s education mandate covers all aspects of education. UNESCO is the custodian agency for Sustainable Development Goal 4, guided by the Education 2030 Framework for Action (FFA). 91鶹Ʒ been working in East Asian countries with leadership in education, the strengthening of education systems in the Cluster countries and response to contemporary sub-regional educational challenges.

Our experience and successful cases:

  • SDG4 Localization

are successfully aligned with national policies and plans in cluster countries. The education sector plans have aligned with 2030 SDG strategy and UN Sustainable Development Cooperation Frameworks in China, Mongolia and DPRK. Building on the expertise in developing capacity to design and implement education policies and plans that fit countries' needs and conditions, UNESCO Beijing reviewed the Education Sector in Mongolia and contributed to the preparation of the ten-year Education Sector Master Plan. The regular monitoring of the progress of SDG4 in Cluster countries is on-going at the moment.

SDG 4 ten targets
  • Education for Sustainable Development (ESD)

ESDfor2030 Roadmap is the blueprint for mainstreaming ESD at all levels of the Education system. UNESCO Beijing contributed to ESD policy dialogue, capacity development and sharing best practices in the Cluster Countries. Education for Sustainable Development (ESD) empowers learners of all ages with the knowledge, skills, values and attitudes to address the interconnected global challenges, including climate change, environmental degradation, loss of biodiversity, poverty and inequality. In Mongolia, a Japanese Funds-in-Trust  (JFIT) pilot project on ESDfor2030 was launched in 2021 to assess the current status and strengthen ESD at all levels. In Japan, the government approved ESD as a national policy for implementation at all levels of education system. ESD theme and activities were promoted in over 1,500 ASPnet schools in the Cluster.  ESD is recognized as an integral element of SDG 4 on quality education and a key enabler of all other SDGs. Over 1000 ESD experts and youth were trained in Cluster countries. Over 200 experts participated in the UNU Regional ESD Centres of Expertise.

  • Technical and Vocational Education and Training (TVET)

TVET connects education and the world of work. UNESCO Beijing supports Cluster Countries in quality TVET systems that address economic, social and environmental demands by helping youth and adults develop the skills they need for employment, decent work and entrepreneurship. The TVET Sector Policy Review in Mongolia was critical in advancing the TVET Sector to align with the needs of the labour market. UNESCO also facilitated policy dialogue and knowledge sharing of TVET best practices through the UNEVOC Centres, with the engagement of over 500 TVET experts. Three new UNEVOC Centres were established in Mongolia.
