Responding and Building Resilience to Emergencies and Crises
The Sustainable Development Goal 4 on Quality Education cannot be achieved without meeting the needs of the most vulnerable populations in times of crisis. Strengthening crisis prevention and reducing risk and vulnerability is therefore high priority on the international agenda.
UNESCO contributes to ensuring the right to education for all in the Arab States. It supports students and teachers in emergency and crisis situations by:
- Providing access to inclusive and quality learning opportunities to children and youth affected by crisis;
- Empowering them with values, knowledge and skills for life and work;
- Supporting education actors and systems to provide quality education for better learning outcomes, including thought better planning and better data.
Better data for stronger impact
Quality data are essential to assess situations and provide with best-suited educational responses. UNESCO supports countries in establishing Education Management Information Data adapted to emergency contexts, and reinforces capacities of education stakeholders in data management and analysis.

Education planning for sustainable transitions
UNESCO works hand in hand with all educational stakeholders in crisis situations to support education planning to ensure the right to quality education to all.
In situations where longer-term planning is compromised by contextual uncertainties, UNESCO supports the process of elaboration and monitoring of Transitional Education Plans (TEP). The TEP enables the State and its partners (development, humanitarian, and civil society) to develop a structured plan that will maintain progress towards ensuring the right to education and longer-term educational goals.
Where situations stabilize, UNESCO supports Ministries of Education in the development of longer-term plans to support the education sector’s development and planning.
Understanding and responding to youth’s educational needs
Understanding youth’s educational needs and providing alternative learning pathways provides them with better changes to succeed in life and work.
UNESCO is supporting Arab youth through the provision of Catch-Up programmes and Alternative Learning Programmes. It regularly assesses their skills to help Member States and development partners bring better suited support in enhancing their literacy, numeracy and life skills.
