Book I of Cabildos, contains the record of the session in which the Cabildo de Jauja ordered the transfer of the capital of the Governorate to the coast, the preparatory and legal documents for the foundation of the new capital city and the "Acta de Fundación de la Ciudad de los Reyes" (Lima) signed by Francisco Pizarro and his royal officials, on January 18, 1535. It summarizes the benefits of the lands of the chieftain of Lima and the conditions necessary to guarantee the city's permanence and growth, mentioning the importance of its river (the Rimac) as well as the fact that it was Don Francisco Pizarro who laid out the main square, laid the first stone and timbers of the Cathedral Church and distributed the first plots to the residents of the new city. This is the founding decree of the first capital city of South America.
