Higher education is more than a pathway to employment—it’s a catalyst for innovation, economic growth, and global understanding. Yet for too many learners, barriers to recognition and mobility continue to limit opportunity.

UNESCO is addressing this through support for the Global Convention on the Recognition of Qualifications concerning Higher Education and the Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education, working with countries to strengthen the policies and systems that enable students and professionals to move, learn, and contribute across borders.

In South Asia, UNESCO New Delhi is helping countries tailor and implement these frameworks—ensuring that qualifications are recognized more consistently, institutions are better equipped, and learners are not left behind due to administrative or legal hurdles.
