Action Plans for Indigenous Languages

For the preparation of the Global Action Plan, an overall approach, composed of the elements listed below, was adopted with an expectation that this would provide space for further adaptations and improvements required at local, national, regional, and international levels, and across different institutional and domain-specific areas during the implementation phase.

Regional Action Plans

Regional Action Plans are developed by a range of regional stakeholders with a view to underpinning the implementation of the Global Action Plan. The desired response would be regional plans incorporating the results of joint consultations alongside a commitment to collaborate at regional level, based on needs and priorities identified in that region.

National Action Plans

National Action Plans are developed by national governmental organizations in coordination with Indigenous Peoples鈥 institutions and organizations along with various public and research bodies, together with other public and private partners working at national and local level. The National Action Plans will outline an individual government鈥檚 approach and course of action for localizing the Global Action Plan. Aligned to the Global Action Plan, the National Action Plans will provide guidance for government agencies and competent bodies, as well as for civil society organizations, and other public-private organizations to develop their own institutional plans.

Institutional Action Plans are designed by public and private bodies, particularly Indigenous Peoples鈥 institutions and organizations, which are geared to mainstream and/or implement specific actions across their work domain.

Guidelines for the Development of National Action Plans

The following guidance note aims to provide concrete guidelines on the localization process of the Global Action Plan. These guidelines summarize the most important stages of the development of National Action Plans. The diverse contexts of different countries and their Indigenous communities will lead to varied approaches in their National Action Plans. Nevertheless, we encourage countries to reference best practices from one another where relevant and to collaborate across borders.
