This fond gathers documents produced and compiled by Carlos González Gartland, mainly during his years of exile in Mexico between 1976 and 1984. González Gartland, was a lawyer who defended political prisoners since the 1960s and founder of the Argentine Commission for Human Rights (CADHU) in 1976. That same year he went on exile after the kidnapping and disappearance of two other members of the Commission. 

With the restoration of democracy, he returned from exile in 1984, bringing with him the documents that recorded his activity in CADHU, the Committee of Solidarity with the Argentine People (COSPA) and the International Secretariat of Jurists for Amnesty in Uruguay (SIJAU), as well as his many interactions with human rights organizations abroad and his own activism in denouncing the civil-military dictatorship in Argentina.

When the National Memory Archive was created, the building where the bakery and noodle shop of the Navy Mechanics School (currently designated as the Documentary Annex of the ANM) used to operate was selected for the construction of the archive´s main repository. The site is located in the intersection of Av General Paz (24.3 km long ring road surrounding the City of Buenos Aires) and Av. Leopoldo Lugones (southbound), Intendente Cantilo (northbound) and Av. Del Libertador, where a large number of vehicles circulate daily. Jorge Newbery Airport, a domestic and international airport, is located only 4 km from the site. Although the Documentary Annex facility adequately preserves the documentation it houses in terms of adequate conditions of temperature and relative humidity, light, dust, pests and microorganisms, with regard to atmospheric contamination, the ventilation ducts of the central air system do not have the proper filters to mitigate the inflow of external pollution.

The most significant natural disasters affecting documentary heritage are rainfall and floods. This area has a humid temperate climate marked by cool and irregular winters and warm summers. The Río de la Plata has a great influence in regulating the climate of the City of Buenos Aires and the northern part of the province of Buenos Aires in terms of humidity and rainfall, creating a microclimate marked by high humidity and a tendency towards more abundant and frequent rainfall, especially in spring and summer (October to March). The risk of flooding is associated with the geographical location of the building. In the past, the Núñez area was made up of low, flood-prone land that was exposed to flooding due to the lack of drainage channels and the rising level of the Río de la Plata during floods. At the beginning of the 20th century, filling and drainage projects were carried out in the Núñez area, together with the construction of Av Del Libertador. The Medrano Stream that runs from Parque Sarmiento to the Río de la Plata, passing through the neighborhoods of Villa Urquiza, Saavedra, Núñez, and Belgrano, has been piped along most of its course, although it has been a source of flooding problems, especially in Saavedra. The Documentary Annex is very close to this piping. The risk of rainfall is associated with the climate of the area and the intensification of heavy rainfall as a result of climate change.

The greatest risk lies upon the sustained economic crisis in Argentina, which makes it difficult to ensure a constant funding of resources, both material and human, on a permanent basis to guarantee the best condition for the documentation.
