Presentation
The National Arts Council of Zambia aims to review and elaborate regulatory frameworks for the cultural and creative industries through: 1) the revision and review of the National Arts Council of Zambia Act and the Theatres and Cinematography Exhibitions Act; 2) the development of the National Arts Labour Standards and a Code of Conduct; 3) the organization of national consultations for the policy revision and elaboration processes.
How does this project contribute to the implementation of the 2005 Convention?
Supporting sustainable systems of governance for culture by elaborating and reviewing regulatory frameworks for the cultural and creative industries:
The project will support the revision of key regulatory frameworks on the governance of culture, on creative sectors, and on the working conditions for artists. This will ensure structural change for dynamic cultural and creative industries and artists’ and cultural professionals’ social and economic rights, taking into account gender equality and youth.
Demonstrating cross-sectoral cooperation in cultural policy making and implementation:
The project will support a nation-wide participatory process for inclusive policy processes through consultations and a multi-stakeholder approach.
Strengthening the role of civil society in cultural policy making and implementation:
The project will provide tools to civil society for engaging the government on key projects and establishing sustainable participatory processes for policy advocacy by civil society.
Main activities
- Regulatory revision to support business needs: Through a consultative and data-driven approach, a working group of key stakeholders will study and propose revisions for the government to make to the National Arts Council of Zambia Act and the Theatres and Cinematography Exhibitions Act to address the business needs of the arts sector.
- Improving labor practices: Through a consultative and data-driven approach, a working group of key stakeholders will study and propose a National Arts Labour Standards and an Artists Code of Conduct to ensure fair labor practices, equitable compensation, and a sustainable working environment for artists across Zambia, with specific measures addressing gender equality and youth.
- Participatory policymaking: 1,000 stakeholders nationwide will be engaged in the policy and legislative processes through ten provincial consultations, through the establishment of National Technical Working Groups, including civil society organizations, and through innovative practices like a public phone in program through the national public broadcaster for citizens to directly participate in the discussion of these regulatory efforts.
