Designing a regional policy for the protection and promotion of the status of artists and cultural professionals in Central America

First Meeting for the Promotion and Protection of Artists and Cultural Professionals of the SICA Region

The objective of the project, implemented in partnership with the Central American Educational and Cultural Coordination (CECC-SICA), is to elaborate a regional regulatory framework for the recognition, protection and promotion of the rights of people in the arts and culture, as an impetus for sustainable and equitable cultural development in the Central American region, through the establishment of common and measurable guidelines with the participation of representatives of the governments of the CECC-SICA Member States and of the artistic and cultural civil society. 

First Meeting for the Promotion and Protection of Artists and Cultural Professionals of the SICA Region

On June 25, 26 and 27, Panama hosted the Meeting for the Promotion and Protection of Artists and Cultural Professionals of the SICA Region, aimed at coordinating approaches and efforts of cultural agents and institutions from Belize, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, and Panama.

The meeting was led by CECC-SICA and the UNESCO Regional Office in San José, with the support of the Ministry of Culture of Panama. It was implemented thanks to the UNESCO-Aschberg Programme, as an opportunity to strengthen the SICA regulatory frameworks through the design of a multinational policy.

Every day, the capacities of public servants and representatives of civil society in the SICA region were strengthened in relation to UNESCO conventions and recommendations related to the status of the artist. Likewise, common aspects were identified to collect information on the status of the artist from representatives of the Technical Committee and the Advisory Council of the Project, and the countries were guided in relation to the methodology for the development of national participatory processes for the elaboration of the Regional Policy.

It is a great pleasure for CECC-SICA to hold this meeting that represents a historic milestone for the region. It is a milestone because it is the first time that our eight countries in the SICA region have met not only to reflect and increase capacities, but we have met to begin a process for the elaboration of the first Policy for the Protection and Promotion of the Rights of Artists and Cultural Professionals in the SICA region.
