Drawing on the high contribution of the creative economy to its gross domestic product, Rwanda aims to strengthen its support for creative SMEs by offering them a wider range of economic opportunities in the national context.

Therefore, Rwanda is receiving support from UNESCO to elaborate a national comprehensive strategic plan for cultural and creative industries, including in the digital environment, allowing cultural and creative industries with great potential for job creation. The plan also aims to explore public funding mechanisms and a roadmap for action concerning intellectual property rights, corporate sponsorship, social protection, and the formalization of artists.
